The Waning Strategy Phenomenon: Definition and Assessment Methodology

Abstract

— The article studies the phenomenon of the “waning” (loss of significance and relevance) of regional and municipal strategic documents in Russia. Analysis of the news background shows that developed strategic planning documents are static, “sluggish,” and unable to respond to rapid changes in the socioeconomic, political, cultural situation in society (e.g., in the case of the COVID-19 pandemic). This leads to rapid “semantic degradation” of strategic documents, to the loss of their relation with current socioeconomic challenges and problems. It was revealed that the duration of the waning period is different both for regions, municipalities, individual cities, and oblasts, depending on local conditions. According to our estimates, a regional strategy completely wanes in 2 or 3 years; a municipal strategy, in 1.5 years. In fact, this period is equal to the time of development of the strategies themselves.
