Single-Industry Cities of Siberia and the Far East: A New Approach to Forming State Policy

Abstract

— Russia’s vast physical and geographical space predetermines a high degree of uneven development of individual territories. Therefore, in order to implement an effective sustainable development policy in Russia, it is expedient to conduct sustainability studies at the regional and municipal levels. The study calculated the genuine savings of single-industry cities in Siberia and the Far East in 2011–2018. Based on the results of calculations, a new classification of single-industry cities is proposed, taking into account sectoral specialization and the level of genuine savings. From the author’s viewpoint, in order to make effective administrative decisions for each single-industry city, it is necessary to organize in situ monitoring. A possible structure of the report of the field commission is proposed. The cycle of studies culminated in proposals by the author regarding differentiated areas of state policy for each group of single-industry cities, taking into account the level of genuine savings of a single-industry city, sectoral specifics, distance to a major city, and strategic importance for the Russian Federation.
