Regional Innovation Led by the Fourth Helix: a Case of Sake Development

Abstract

The triple and quadruple helix models are useful frameworks for analysing regional innovation. Existing research on these models has emphasised the importance of universities in fostering regional innovation. Contrastingly, this study examined a case in which the fourth helix led to regional innovation despite the presence of universities. Furthermore, it clarified the process by which the fourth helix led to regional innovation and its role within that process. To analyse this, we undertook a case study of sake development in Niigata Prefecture in Japan. In this case, we found that the fourth helix played two roles in leading regional innovation. In the first half of the process, it developed the core knowledge for innovation and in the second half it achieved and diffused innovation by promoting collaboration between the four helices based on the core knowledge developed. The study contributes to the quadruple helix model by clarifying the role of fourth helix. The role of fourth helix in this case included the role of “providing a backdrop that promotes interactions between other actors” as indicated by existing research. However, we found that it was more active as observed in the development of core knowledge.
