Households’ willingness to pay for sustainable sanitation and wastewater management in Jaffna municipal area, Sri Lanka

Abstract

This study investigates households’ willingness to pay for sustainable sanitation and wastewater management in Jaffna Municipal area. There is no sewerage system in this congested area. Each household’s toilet pit in this congested area is closer to their own drinking water source (wells). Due to the fecal contamination, ground water became unsuitable for drinking purpose. For this study, 177 households were randomly selected from Jaffna Municipal Area. Choice modeling was employed. The result of this study shows that, on average, a household is willing to pay around LKR 2600 per month for sustainable sanitation and wastewater management. Households are willing to pay more for the economic benefit attributes than the health and environmental benefits of sanitation and wastewater management. Households’ lack of awareness of the health effects of ground water contamination and the environmental quality of neighborhoods could be the reason for lower payment for health and environmental benefits of sanitation and wastewater management. Respondent’s gender, income, land extent of the house and character of the neighborhood influence willingness to pay for the attributes of sanitation and wastewater management. The increase in the urban population and household income over the years would increase further land fragmentation and land value, and thereby increase households' WTP for sustainable sanitation and wastewater management in Jaffna Municipal area. This study would assist planners and authorities in formulating a health awareness program, a suitable sewerage system and tariffs for sewage services.
