The Interregional and Intertemporal Allocation of EU Producer Support: Magnitude and Determinants

Abstract

Die Verteilungswirkungen der Europäischen Agrarpolitik (GAP) sind in den letzten Jahren verstärkt in den Fokus des wissenschaftlichen und politischen Interesses getreten, insbesondere seitdem soziale und wirtschaftliche Kohäsion zu einem zentralen Ziel der europäischen Politik erklärt wurde. Die bisherigen empirischen Ergebnisse in diesem Kontext sind jedoch recht heterogen. Während einige Studien die Verteilungseffekte der GAP als positiv im Hinblick auf das Ziel der Kohäsion beurteilen, kommen andere Studien zu dem genau gegenteiligen Schluss. Das Ziel der vorliegenden Arbeit ist daher neben der Präsentation neuer empirischer Ergebnisse die Identifikation möglicher Determinanten, die erklären, weshalb vorherige Studienergebnisse zum Teil beträchtlich voneinander abweichen. Dazu wird in einem ersten Schritt die regionale Verteilung der Agrarstützung im Zeitablauf anhand verschiedener Stützungsmaße dargelegt. Dies geschieht auf der NUTS-III Ebene für 26 Landkreise des Bundeslandes Hessen und die Jahre 1986–2002. In einem weiteren Schritt wird die regionale Verteilung der Agrarstützung im Rahmen einer Regressionsanalyse durch naturräumliche sowie betriebsstrukturelle und makroökonomische Variablen erklärt. Wesentliche Ergebnisse dieser Kausalanalyse sind, dass die regionale Verteilung der Agrarstützung (i) ungleich und (ii) maßgeblich durch naturräumliche Gegebenheiten und Betriebsstrukturen bestimmt ist. Des Weiteren lassen die Ergebnisse den Schluss zu, dass Aussagen hinsichtlich der Verteilungswirkungen der GAP entscheidend von folgenden Faktoren abhängen: dem gewählten Stützungsmaß, der Betrachtungsperiode, dem methodischen Ansatz (Korrelations- vs. Kausalanalyse) und der Heterogenität der Untersuchungsregion.
