Three-Domain Model for Disaster Management Framework

Abstract

Existing bodies of research on disaster management frameworks have not been always satisfactorily explained all aspects of catastrophe due to their inadequate applications. This article provides a comprehensive framework, which is a three-domain model, for the goal of mitigating various disasters. Qualitative content analysis has been used as a methodology, while studying flexible organizational management. This model considers disaster, human behavior, and disaster environment as three domains. Human behavioral factors are safety needs, forgetfulness, incentive scheme, disaster mitigation, and enabling sustainability. The model also takes into account all variables in the field, not only the positive aspects, but also the negative aspects of disaster management. The major finding is that, if appropriate, the model may be cognitively utilized as a multi-purpose model as well as a theoretical criterion for the international community.
