Czy mamy stagnację innowacji w polskim przemyśle?

Abstract

Przedmiotem badań jest kształtowanie się innowacyjności przemysłu w Polsce w latach 2006–2017, w czasie napływania środków z funduszy strukturalnych Unii Europejskiej w ramach Perspektywy Finansowej 2007-2013. Głównym celem artykułu jest ocena kształtowania się poziomu innowacyjności polskiego przemysłu w tym okresie. Dla dokonania takiej oceny zaproponowano sposób mierzenia poziomu innowacyjności przemysłu. W wyniku przeprowadzonych badań, opartych głównie na danych GUS, stwierdzono, że ok. 2009 r. rozpoczęła się stagnacja innowacji w tym sektorze, która trwała do końca analizowanego okresu. Następnie przeanalizowano przyczyny owej stagnacji. Ustalono, że była ona spowodowana m.in. przyhamowaniem, a następnie stabilizacją nakładów na działalność innowacyjną przedsiębiorstw przemysłowych – i to pomimo znacznego zwiększenia dopływu środków unijnych.
