Efektywność sektora rolnego w województwach przed i po akcesji Polski do Unii Europejskiej

Abstract

Celem artykułu jest porównanie efektywności sektora rolniczego w województwach przed wstąpieniem do Unii Europejskiej i w pięć lat po akcesji, a tym samym próba określenia zmian efektywności sektora rolniczego, które dokonały się w badanym okresie, kiedy dopływ środków finansowych z Unii Europejskiej był jednym z głównych czynników oddziałujących na ten sektor. W początkowym etapie analizy określono wielkość dopływu środków unijnych w latach 2004-2008 do sektora rolnego w poszczególnych województwach w przeliczeniu na powierzchnię użytków rolnych, liczbę ludności wiejskiej, liczbę pracujących w rolnictwie oraz zmianę wartości produktu krajowego brutto. Dalszą analizę przeprowadzono przy wykorzystaniu metod rangowania obiektów. Wykorzystano trzy metody rangowania według różnych syntetycznych wskaźników efektywności: wartości produkcji dodanej w rolnictwie w przeliczeniu na 1 pracującego, miar wyznaczonych za pomocą metody Data Envelopment Analysis (DEA) oraz miary będącej sumą porównań pozycji województw dla każdej ze wszystkich zmiennych diagnostycznych charakteryzujących efekty i nakłady w sektorze rolnym. Porównania ocen poszczególnych województw odbywają się pod kątem badania zmian uporządkowania, podobieństwa rankingów efektywności wykonanych różnymi metodami i rankingów obrazujących dopływ środków finansowych z budżetu Unii Europejskiej oraz badania zmian oceny relatywnej poszczególnych województw w stosunku do liderów odpowiednich rankingów. Z analizy wynika, że podział środków unijnych dla sektora rolnego nie jest równomierny w poszczególnych województwach. Stopień nierównomierności podziału jest różny, w zależności od przyjętej miary. Mimo nierównomiernego podziału środków unijnych dla sektora rolnego uporządkowanie województw według każdej z trzech miar efektywności jest stabilne. Uzyskane wyniki nie wskazują więc na zauważalny pozytywny efekt zróżnicowanego regionalnie dopływu środków z Unii Europejskiej w latach 2004-2008 na zmianę uszeregowania województw ze względu na wartości różnych wskaźników efektywności
