Финансовая Поддержка Социально Ориентированных Некоммерческих Организаций В Регионах России

Abstract

В настоящее время социально ориентированные некоммерческие организации (далее - СО НКО) активно привлекаются к исполнению услуг в социальной сфере. Для деятельности СО НКО крайне важна оказываемая им властями регионов поддержка - в частности, финансовая. В статье приводятся причины, по которым государство вовлекает НКО в оказание социальных услуг, предоставляя им поддержку, а также преимущества и недостатки НКО при оказании услуг. Цель исследования - выявить, каковы объем, структура и динамика финансовой поддержки СО НКО на региональном уровне, факторы, связанные с ее величиной, а также критерии предоставления субсидий - одного из видов поддержки. Для выяснения критериев предоставления субсидий был проведен анализ регионального законодательства 52 регионов России. Изучение величины, структуры и динамики финансовой поддержки осуществлялось на основе данных реестров СО НКО - получателей поддержки по 43 регионам России за 2016-2018 гг. Исследование показало рост общего объема поддержки и значительную дифференциацию величины поддержки как между регионами, так и внутри них. С помощью метода наименьших квадратов выявлено, что среднедушевая величина финансовой поддержки СО НКО на региональном уровне положительно связана со среднедушевой величиной доходов бюджетов субъектов РФ, долей расходов на образование в расходах бюджетов субъектов РФ и качеством жизни в субъектах РФ.
