Внешний Контроль Над Экспертизой Временной Нетрудоспособности В Российской Федерации

Работа посвящена проблематике контроля качества экспертиз, результаты которых применяются в сфере государственного управления. Рассматривается один кейс - текущая организация внешнего контроля над экспертизой временной нетрудоспособности в Российской Федерации. Используя нормативные акты, статистические данные и материалы интервью с медиками и представителями контрольных инстанций, автор предпринимает попытку реконструировать рутинные процедуры и практики контроля, чтобы выявить объективно заложенные в них ограничения.Показано, что изначальная сложность оценки экспертной деятельности заказчиком в данном случае дополняется отсутствием четких правил экспертизы, разделением полномочий по контролю между разными государственными органами, исключительно документарным характером проверок, а также жесткими, но малоприменимыми санкциями за некачественную экспертизу. Ключевым является то, что система внешнего контроля, сфокусированная на проверке правильности заполнения документации, объективно не может отследить, действительно ли имели место все страховые случаи и пациенты были нетрудоспособны.
