Abstract

The paper analyzes the methodological and practical approaches to the development and implementation of the fiscal policy during the crisis of 2008-2009 and the subsequent economic recession in foreign countries, which made it possible to assess the quality of the fiscal policy and justify proposals to use the foreign experience in the development of a modern fiscal policy of the Russian Federation. The result of the research was clarification of conceptual approaches to the development and implementation of the fiscal policy as an element of responsible management of public finances in the situation of the economic recession taking into account the international experience. It was concluded that there was a need for a budget policy based on science-based methodological approaches, performance budgeting and interaction of tax and expenditure mechanisms to stimulate the economy. В статье проанализированы методологические и практические подходы к разработке и реализации бюджетной политики в условиях кризиса 2008-2009 гг. и последующей экономической рецессии в зарубежных странах, что позволило оценить качество бюджетной политики и обосновать предложения по использованию зарубежного опыта при разработке современной бюджетной политики Российской Федерации. Результат исследования - уточнение концептуальных подходов к разработке и реализации бюджетной политики в условиях экономической рецессии как элемента ответственного управления общественными финансами с учетом зарубежного опыта. Сделан вывод о необходимости разработки бюджетной политики, базирующейся на научно-обоснованных методологических подходах, программно-целевом бюджетировании, взаимодействии налоговых и бюджетных механизмов стимулирования экономики.
