Abstract

The article discusses the Russian oil and gas industry’s resourcing. It analyzes the structure of hydrocarbon resources and reserves. So far the exploitation involves more than half of discovered oil and gas fields which represent the most economically efficient and geographically easily accessible fields as compared to discovered undeveloped fields. Moreover, the average rate of active oil reserves recovery is four times higher than that of hard-to-extract oil reserves recovery. It is alarming that in the area of gas production 83% of the exploited gas reserves are characterized by declining production. The solution to this problem includes an urgent building of mining facilities at new discovered and prospected deposits in Eastern Siberia, the Yamal Peninsula and the Arctic shelf as well as the intensification of prospecting activities. The author suggests a combination of tax incentives and administrative measures to enhance the use of resource potential of the Russian oil and gas industry. В статье рассматривается ресурсная обеспеченность нефтегазовой отрасли российской промышленности. Анализируется структура ресурсов и запасов углеводородного сырья. Так, к настоящему времени в разработку вовлечено более половины открытых месторождений нефти и газа, заключенных в наиболее экономически эффективных и географически более доступных месторождениях по сравнению с еще не освоенными. Причем средняя степень выработки активных запасов нефти в четыре раза превышает степень выработки трудноизвлекаемых запасов. В сфере добычи газа вызывает тревогу тот факт, что 83% эксплуатируемых запасов газа характеризуются падающей добычей. Решением этой проблемы может быть только безотлагательная подготовка добывающих мощностей на новых открытых и разведанных месторождениях, расположенных в Восточной Сибири, на полуострове Ямал и арктическом шельфе, а также активизация поисковых и геологоразведочных работ. Предлагается система налоговых и административных мер стимулирования повышения эффективности использования ресурсного потенциала нефтегазовой отрасли промышленности России.
