The article discusses how health system activity, which includes two systems: state-municipal, relating to the social sphere ofthe state and private, relating to the economic system. Further, the social sector, we understand the set of activities to ensure, first, theexercise by citizens of their rights guaranteed by the Constitution of the Russian Federation: the protection of health, education, socialsecurity and other rights guaranteed by the state, are not associated with the currently working or entrepreneurial activity, and, second,playback-duction of social relations. Economic system solves the problem of creating added value that underlies the life of society,including those central to the social sphere through the fiscal system. That is why this topic is relevant to the necessary reorganizationof hospital care urban population.
