L’approche latino-américaine de l’économie populaire, les inégalités et la pauvreté

Abstract

Cet article analyse l’évolution des politiques et des théories en économie du développement depuis les années 1950. Il montre les raisons de leur essoufflement au début des années 1980 et situe l’approche de l’économie populaire qui surgit en Amérique latine dans ce contexte. À partir du cas de la Bolivie, il illustre l’intérêt de cette approche socioéconomique et non-évolutionniste des pratiques de production, d’échange et de financement des secteurs populaires pour une analyse renouvelée des inégalités et de la pauvreté. Pour cela, deux échelles d’observation sont successivement adoptées : l’observation à micro-échelle de l’environnement institutionnel et des logiques de fonctionnement des organisations de l’économie populaire ; et l’analyse du cadre macro-institutionnel dans lequel ces organisations sont immergées.
