Régulation et Croissance Économique au Brésil après la libéralisation :

Abstract

À la fin de la décennie 80, dans un contexte d’épuisement du régime de croissance par substitution aux importations, les politiques de libéralisation commerciale et financière commencent progressivement à être présentées, par le gouvernement et de nombreux spécialistes, comme étant nécessaires pour retrouver les conditions structurelles du développement économique brésilien. Cependant, après presque deux décennies d’adhésion à l’idéologie de la globalisation, trois principales tendances ressortent d’une analyse de long terme : une baisse tendancielle de la participation relative du capital productif dans le stock total de capital fixe ; une expansion rapide des revenus financiers qui atteignent la moyenne de 29 % du revenu disponible brut durant la période 1993/2005, ce qui représente une charge financière sur le revenu total extrêmement élevée ; le corollaire de cette charge financière élevée est la tendance à un régime de croissance économique lent couplé à un processus persistant de déstructuration du rapport salarial et d’accentuation de la concentration fonctionnelle des revenus. Pour comprendre les causes de cette performance macroéconomique, qui est de façon surprenante inférieure à celle de la moyenne historique nationale, on propose d’analyser la période qui a suivi les politiques de libéralisation des marchés en mobilisant les concepts fondamentaux ainsi que la démarche méthodologique de la Théorie de la Régulation.
