Agricultural ambitions of Russia and its modest rural human capital

Abstract

Несмотря на многолетний рост аграр­ной экономики России в XXI веке, ее сельское хозяйство сталкивается с долго­временными проблемами, существенно осложняющими перспективы российского аграрного развития. Одной из таких проблем является состояние сельского человеческого капитала, в частности количество и качество сельских трудовых ресурсов, миграционный отток из села молодежи. Проблемы деградации сельского человеческого капитала усугубляются бюджетными ограничениями, замедлением экономического роста, признаками деиндустриализации сельс­кого труда. Государственная политика, пытающаяся основываться на приоритетах аграрного производства, возможно, не уделяет достаточно внимания поддержанию и развитию человеческого капитала, от которого в конечном счете зависит не только производство продовольствия, но и конкурентоспособность России на аграрных мировых и отечественных рынках.
