Abstract

Le sujet de ma conférence prend sa source dans la théorie des incitations dont je voudrais dire quelques mots avant de vous parler de réglementation. Et ceci d'autant plus que mes travaux sur les incitations ont quasiment commencé ici même à Montréal. L'étude des incitations a été largement absente de la théorie économique. On n'en trouve aucune trace par exemple dans la monumentale histoire de l'analyse économique de Schumpeter. L'importance cruciale des incitations dans les systè­mes économiques a été sous-estimée par les théoriciens de l'économie jusqu'au début des années soixante-dix.
