Cuando La Economía No Importa: Auge Y Esplendor De La Alta Velocidad En España

Abstract

La gran protagonista de la política de transporte de España, la alta velocidad ferroviaria, ha alcanzado su mayor esplendor al convertirse –a finales de 2010– en la mayor red de la UE y la OCDE. Sin embargo, las decisiones de política de inversión se han tomado en un contexto carente de una discusión abierta y rigurosa, y donde el análisis económico –aun habiendo legado resultados claros y robustos– ha jugado un papel marginal. La marginalidad del efecto del análisis económico sobre la política de inversión se debe a su énfasis casi exclusivo en los aspectos financieros y la reticencia a abordar elementos multidisciplinares que –en la práctica– son los que se han utilizado como argumentos persuasivos del diseño gubernamental. Este trabajo proporciona un análisis en términos de los objetivos y efectos reales de la alta velocidad, atendiendo a sus múltiples dimensiones, para contribuir a que el análisis económico tenga mayor impacto en el debate sobre esta política pública. Entre estos aspectos revisa mos las cuestiones relativas al diseño y estructura de la red, los costes económicos y su retorno social, así como los impactos ambientales, de movilidad y territoriales.
