Abstract
Der Beitrag sucht nach Indizien fuer wachsende Legitimitionsprobleme im deutschen System der industriellen Beziehungen. Ausgangspunkt ist die Annahme, dass der „sozialpartnerschaftliche Geist“ bislang eine wichtige Legitimationsfunktion im System industrieller Beziehungen erfuellt hat. Mit Blick auf die betriebliche Arena der Arbeitsbeziehungen konzeptualisieren wir diesen „Geist“ als Verknuepfung je spezifischer Integrations-, Entscheidungs- und Legitimationslogiken. Sozialpartnerschaft – so unsere These – wird als Leitwert dann problematisch, wenn die darauf gerichteten Motivationen und Interessenorientierungen der betrieblichen Akteure versiegen und/oder deren materielle und machtstrukturelle Grundlagen sich aufloesen. Anzeichen fuer eine Krise des sozialpartnerschaftlichen Geistes sind einerseits nicht zu leugnen. Die Durchsicht vorliegender Studien zeigt, dass sich neue Leitbilder und Legitimationsmuster fuer das Wirtschafts- und Arbeitshandeln etabliert haben. Auch finden sich empirische Belege dafuer, dass die Legitimationsprobleme ueberkommener Arrangements in der betrieblichen Arena der industriellen Beziehungen gewachsen sind. Andererseits gibt es Gegentendenzen und Beharrungskraefte, die sogar in und nach der „Grossen Rezession“ so deutlich geworden sind, dass auch eine Revitalisierung der Sozialpartnerschaft moeglich scheint. (This paper looks for evidence of growing problems of legitimation in the German system of Industrial Relations. The starting point is the assumption that the “spirit” of social partnership has fulfilled an important legitimizing function as a guiding value in the system of industrial relations. With regard to the company level of the IR-system we conceptualize this “spirit” as a specific combination of three “logics”: integration, decision-making and legitimation. Social partnership as a guiding value, we hypothesize, becomes problematic, if the motivations and interest orientations of corporate actors involved dissolve and / or the material and structural foundations of the system deteriorate. On the one hand, signs of a crisis of the spirit of social partnership cannot be denied. A review of the literature indicates that new orientations and patterns of legitimation have been established in the economy and at the work place. Also, there is empirical evidence for growing problems of legitimation of the traditional arrangements of industrial relations. On the other hand, however, there are obvious counter-trends and forces of inertia even during and after the "Great Recession" that also make a revitalization of social partnership possible.)
