La réforme des structures économiques dans les pays de l'Europe de l'Est

Abstract

[fre] Conformément à l'objectif de transition systémique vers l'économie de marché que se sont fixés les gouvernements réformateurs des pays d'Europe de l'Est, et compte tenu des contraintes qui s'imposent à leur action, il est possible de déterminer un certain nombre d'évolutions et de choix auxquels ces gouvernements seront confrontés. Notre propos est ici de dégager la logique purement économique de mise en œuvre des politiques de réformes et de dessiner, un schéma de transformation dynamique des structures économiques. Notre analyse s'applique aux anciens pays socialistes ayant d'ores et déjà adopté d'importantes réformes structurelles, à l'exception toutefois de l'Union soviétique dont la situation particulière appelle des études spécifiques. [eng] Given the objective embraced by the newly elected, reformist governments of Eastern European countries — a systemic transition to a market economy — , and with due regard to the constraints bearing on their actions, it is possible to determine a set of evolutions and choices facing those governments. The purpose of this paper is to stress the purely economic logic that should guide the implementation of reform policies and to sketch a sequence for the dynamic tranformation of economic structures. Our analysis is meant to apply to those formely- socialist countries that have already enacted major structural reforms ; it does not cover the USSR, a case requiring specific analyses.
