Abstract

[eng] OECD countries during the two last decades. ILMs relied on two pillars : the accumulation of specific human capital on one hand, the « implicit subsidies » between workers on the other hand - i.e. some workers were paid more than their productivity whereas others were paid less. We can make the assumption that aged workers (and, in a lesser extent, youth) as well as low skilled workers could benefit, under some circumstances, from this system until the beginning of the eighties. But since then, existing empirical evidence shows that the rôle of human capital has decreased, and that « implicit subsidies » tended to be dismanded. This can contribute to explain why these workers have experimented job and/or wage loss.
