Abstract

[fre] L'approche néo-institutionnelle de la réforme des industries de réseaux. . Tandis que l'économie du bien-être a longtemps proposé le monopole naturel et la théorie des prix comme cœur de l'analyse des industries de réseaux, l'économie néo-institutionnelle suggère que ce sont les difficultés de contractualisation du service qui constituent les caractéristiques les plus fortes de ces industries et de leurs réformes. Ces difficultés de contractualisation, qui reposent notamment sur les spécificités des actifs de production et les externalités d'usage des réseaux, donnent des fondements transactionnels à la variété empirique des réformes réalisées. [eng] New-institutional framework for network industries reform analysis. . In Welfare Economics natural monopoly and price theory have been given as the relevant framework for analyzing network industries. New Institutional Economics and the experiment in reforming these industries suggest that contracting for being served is the critical point. Contractual difficultes corne notablyfrom the use of various specifie assets and from network externalities and explain the empirical diversity of network industries reforms.
