Abstract

[eng] What is behind the development of the bank loans in the United States since the 1992-93 upturn?. . It has been shown that financial intermediaries' behavior did not necessarily worsen the U.S. economic situation during the last recession, financial fragility of borrowers being one of the important factors influencing the level of credit outstanding. This paper helps us to understand the more recent evolution of credit. Despite the activity pick-up since 1992, and the improvement of the economic agents' accounts, credit has not yet clearly accelerated and credit growth to non-financial businesses is still negative. If it was hard to tell which of demand and supply factors have been responsible for credit slowdown during the recession, it seems that the persistence of such phenomena with respect to non-financial businesses is due to supply factors. Les intermédiaires financiers américains ont été accusés d'avoir contribué à la persistance des difficultés économiques en se détournant de leurs activités traditionnelles au cours de la dernière récession. Cependant, plusieurs auteurs ont montré que la baisse de l'encours de crédit n'est pas seulement due au comporte­ment des banques, la fragilité financière des emprunteurs étant un des importants facteurs affectant le crédit. Cet article nous aide à comprendre l'évolution plus récente des crédits bancaires aux États-Unis. Malgré le redémarrage de l'activité depuis 1992 et l'assainissement des comptes des agents privés ainsi que la consolidation du bilan des banques, l'encours du crédit n'a généralement guère augmenté et la baisse des crédits aux entreprises persiste. S'il a été difficile au cours de la récession de dire exactement quels sont, entre les facteurs d'offre et de demande, ceux qui sont responsables de la baisse de l'encours du crédit, il semblerait qu'en cette période de reprise de l'activité la persistance de la faiblesse du crédit serait plutôt liée à des facteurs d'offre.
