Abstract

[eng] The voluntary export restraints: a magroeconomic analysis under flexible exchanges rates. . The purpose of this paper is to precise the incidence of Voluntary Export Restraints (V.E.R.) under a flexible exchange rate regime. First, in a partial equilibrium framework, we show that there is a non-equivalence between tariff, quota and V.E.R., particularly regarding the terms of trade. A macro-model (including a disaggregated real sector (traded goods and non traded goods) and taking into account different assumptions for the monetary illusion on the labour market) enables to emphasize the expansionist character of such a measure on the tradable sector (as well in the short run as in the long run and independently of the wage indexation degree), to the detriment however of the non tradable sector and trade deficits. Cet article a pour objet de préciser l'incidence d'une politique de restrictions volontaires des exportations étrangères (RVE) en changes flexibles. Tout d'abord, dans un cadre d'équilibre partiel, on montre dans quelle mesure il y a une non-équivalence entre un droit de douane, un quota et une RVE ; en particulier, il apparaît que seule cette dernière modifie les termes de l'échange. Ensuite, une analyse macro-économique (à l'aide d'un modèle comprenant notamment un secteur réel désagrégé (biens échangeables et biens non échangeables) et tenant compte de différentes hypothèses en matière d'illusion monétaire sur le marché du travail) permet de mettre en évidence le caractère expansionniste (aussi bien à court terme qu'à plus long terme et indépendamment du degré d'indexation des salaires) d'une telle mesure, sur le secteur protégé, au détriment cependant du secteur abrité et de déficits commerciaux.
