Pension publique et épargne privée. L'exemple belge

Abstract

[fre] Depuis plusieurs années, on assiste à un débat pour savoir si les systèmes publics de retraite réduisent l'épargne des ménages. Cette note montre que le modèle du cycle de vie, qui sous-tend la plupart des études empiriques sur le sujet n'est pas adéquat pour traiter l'épargne des retraités. A partir d'une évaluation patri­moniale des droits à la retraite en Belgique, elle indique que les systèmes de pensions publiques augmentent en fait l'épargne des retraités et dans la mesure où cette catégorie est importante, l'épargne totale des ménages pourrait très bien ne pas diminuer. Using some estimates for- Belgian social security wealth, it is shown that social security in fact increases the savings of the aged. Moreover if this category is important enough overall private saving could very well not decrease at all.
