Abstract

[fre] L'étude a pour but de construire une Fonction de Préférence qui reflète les choix du VIe Plan français. Cette fonction comprend deux types d'arguments : les objectifs intertemporels du planificateur et les stocks finaux. La détermination de ces derniers, ainsi que leur valorisation (valeurs de récupération) tiennent compte d'une description du fonctionnement de l'économie après l'horizon ; les objectifs intertemporels sont déterminés par « interviews » des experts en contact avec les décideurs politiques, et valorisés selon la méthode de 1' « optimum inverse », à partir de variantes de politique économique chiffrées grâce au modèle F I F I , et discutées au sein des Commissions du Plan. [eng] It is built an utility function reflecting the choices of the French 6 th Plan. Two types of objectives arc distinguished'; the first correspond to flows variables, and the second to stock variables. The determination and the valuation of the latter, are based upon an analysis of the after-horizon tvorking of the economy, and related to normative considerations. Whereas, the first type of objectives are determined by interviews of experts, and using the quantitative « variantes », given by the 6 th Plan model FIFI, and discussed by the « Commissions », are valuated by considering the inverse optimal problem.
