Abstract

[fre] Ce texte vise à démontrer que la réglementation des tranferts de quotas entre producteurs a progressé, au rythme des crises du secteur et du développement des contradictions internes aux systèmes de transferts des quotas utilisés, vers des conditions de concurrence de plus en plus "parfaite" pour l'accès aux quotas de production. Les systèmes de transfert des quotas entre producteurs, qui se sont succédé, ont favorisé, à une exception près, le processus de concentration-élimination du secteur de production. Les producteurs sont mis en concurrence directe les uns avec les autres pour obtenir le droit à la croissance et c'est principalement la logique d'un marché de concurrence parfaite, celui des quotas et non du produit, qui détermine les rythmes d'évolution structurelle du secteur de production. By this work, the authors will attempt to demonstrate that, following various crises in the dairy industry and growing internal contradictions within the quota transfer system, regulations regarding quota transfers between producers have progressed, offering better conditions for a perfect competition for access to production quotas. Apart from one case, the different quota transfer systems that have succeeded one another have furthered the process of concentration-elimination in the production sector. Producers are thus in direct competition one with another to obtain the right to grow, and it is mainly this logic of a perfectly competitive market - that of the quota, not the product - that determines the rate of structural evolution of the production sector.
