[fre] Selon le «Consensus Fondamental» qui était à la base de la création de la CEE, la RFA devait profiter du Marché Commun surtout dans le domaine industriel tandis que la France tirerait avantage de ce marché par des exportations croissantes dans le domaine agricole. Or, à partir de 1975 à peu près, ce consensus n'a plus été « respecté » en ce qui concerne les exportations françaises intra-communautaires en produits agro-alimentaires, exportations se trouvant en stagnation ou en baisse. Par conséquent, la France a dû réorienter sa structure d'exportation vers le marché mondial. En même temps, on a trouvé un nouveau consensus facilitant les exportations françaises extra-communautaires par l'importante contribution financière allemande au FEOGA Cependant, depuis le début des années 80, ce deuxième consensus se trouve limité. En ce qui concerne l'évolution future, il est intéressant de constater une continuité de la politique de prix restrictive qui pourrait engendrer un certain retour à l'évolution prévue autrefois dans le consensus original, par une réaugmentation des exportations nettes intra-communautaires de la France et des importations nettes de l'Allemagne. [eng] According to the « Fundamental Consensus » which was at the bottom of the creation of the EEC, the Federal Republic of Germany was to benefit from the Common Market mainly in the field of industry while France was assumed to exploit market potentials by growing exports of agricultural products. However, since the mid- seventies this consensus is no longer « respected » with regard to French intra-community agricultural exports, which are subject to stagnation or decline. As a consequence, France had to shift exports to world markets. At the same time, a new consensus was found under which French extra-community exports were partly financed by the considerable German financial contribution to FEOGA. However, since the beginning of the eighties, this consensus meets with increasing limitations. It is interesting to speculate that the continuation of the restrictive common price policy may result in a certain return to the trends expected under the original consensus, through an increase of French net intra-community exports, on the one hand, and German intra-community imports, on ther other.
