Ten Years of Western Aid for the CEECs : a Mixed Outcome

Abstract

[fre] Une décennie d’aide occidentale aux PECO : un bilan mitigé . Depuis dix ans, l’ensemble des PECO traverse une profonde mutation de système caractérisée par un effondrement des pouvoirs d’achat nationaux, une aggravation des inégalités et un accroissement du nombre de personnes vivant sous le seuil de pauvreté. Les pays occidentaux ont très rapidement mis en oeuvre une nuée de programmes d’assistance. Après avoir identifié les montants, les formes et les modalités d’attribution de l’aide, cette étude présente une synthèse de l’ensemble des limites identifiées tout au long des années 1990. L’UE, principal donneur d’aide aux PECO, est le seul acteur multilatéral à avoir tenté une réforme totale de la gestion de ses programmes d’assistance. Ces changements, tout en résolvant quelques contradictions et blocages existants, soulèvent de nouvelles interrogations quant à l’efficacité des nouveaux programmes et relancent le débat conceptuel sur l’aide. . Classification JEL : F35, P20 [eng] All the CEECs have been undergoing a far-reaching systemic transformation marked in particular by a collapse in national purchasing power, a worsening of inequalities and an increase in the number of people living below the poverty line. The Western countries were quick to implement a whole series of assistance programmes. In this paper after identifying the amounts of aid, the forms it takes and the methods used to allocate it, we shall review all the various constraints identified in the course of the nineties. The EU is the only multilateral player to have attempted, at the end of the nineties, a complete reform of the management of its assistance programmes. These changes, while removing certain contradictions and bottlenecks, have provoked new questions concerning the effectiveness of the new programmes and relaunched the conceptual debate on the subject of aid. .
