Abstract

[eng] Who pays for the city : logic and efficiency of the financing system ? . The city is an area where the public goods are concentrated. The question of their financing arises. The article describes the logic and analyses the efficiency of the local public expenditure financing system in France. It shows, on the one hand, that the multiple exemptions which have been gradually introduced to the system have denatured its logic and, on the other hand, that the complexity of the system causes probably inefficiency as regards local public decisions. . L’article décrit la logique et analyse l’efficacité du mode de financement de la dépense publique locale en France. Il montre, d’une part, que les multiples dérogations qui ont été progressivement introduites au système ont dénaturé la logique du mode de financement public local et, d’autre part, que la complexité de ce mode est probablement source d’inefficacité en matière de décisions publiques locales. .
