L’infrastructure financière européenne, base d’un espace financier intégré

Abstract

[eng] European financial infrastructure, base of an integrated financial space . This paper examines European financial markets integration towards a functional approach of finance taking into account the different components of financial infrastructure. Financial infrastructure is based on several spaces : payments, regulation and organisational space. The move from a national financial place to an European dimension has broken the historical coherence of these spaces. It is more suitable to think to the different modalities of construction of a unified place by a march to coherence of these different spaces. The difficulty of the building of an integrated European financial space is linked to the problem, for these spaces, to evolve in a coordinated rhythm. Operated by various actors, financial infrastructure is evolving in a more disorganized way than the Financial Services Action Plan shows it. . JEL classification : G10, G21, L16, L22 [fre] Cet article analyse l’intégration des marchés européens en s’appuyant sur une approche fonctionnelle qui prend en compte les composantes de l’infrastructure financière. Celle-ci se décline en plusieurs espaces : des paiements, de la réglementation et de l’organisation. Le passage d’une place financière nationale à une dimension européenne a cassé la cohérence historique de ces espaces. Il faut réfléchir aux modalités de construction d’une place unifiée par une mise en cohérence de ces différents espaces. La difficulté de la construction d’un espace financier européen intégré renvoie donc aux problèmes de coordination des rythmes d’évolution. Prises en charge par des acteurs différents, les composantes de l’infrastructure financière connaissent des évolutions plus désordonnées que ne le laisse entrevoir le Plan d’action sur les services financiers. .
