Allocation of Funds and Research Output : the Case of UK Universities

[fre] Ce papier développe une approche empirique analysant les relations entre l'effort financier de recherche universitaire et la production scientifique. Les caractéristiques de la production et du financement de la recherche de 47 universités pluridisciplinaires britanniques sont étudiées sur la période 1989-1993. L'analyse tend à confirmer l'hypothèse selon laquelle une politique visant à substituer le financement public par le financement industriel de la recherche en diminuant la contribution publique à l'université est peu efficace dans la mesure où : d'une part, les financements industriels ne seront pas suffisants pour faire face à la diminution de la contribution publique ; d'autre part les universités ayant subi les coupures budgétaires les plus importantes seront incitées à contractualiser avec les industriels sur des projets appliqués et spécifiques au détriment du développement de la recherche fondamentale. [eng] The paper develops an empirical approach for analysing the relationships between funding and research output. In particular, it focuses on how the changes in the funding structure of multidisciplinary old British universities have affected their propensity to carry out research of a more applied nature. First, the evolution of the funding structure of UK universities in the period 1989-93 is studied. Then, in order to assess the influence of the funding structure on the research output, the characteristics of 47 multi-disciplinary universities are examined at the start and at the end of the period considered. The analysis developed offers some evidence to support the hypothesis that policies oriented towards a decreasing state financing of university research aimed at a larger university funding from industry may be to the detriment of the scientific research output of these institutions as measured by publications per researcher.
