Les migrations alternantes : un volant d'ajustement du marché du travail

Abstract

[fre] Partout en France, des actifs de plus en nombreux changent de commune, de département, voire de région pour se rendre à leur travail. Ces "migrations alternantes" sont orientées principalement vers les communes et les départements les plus urbanisés. Elles concernent davantage les hommes que les femmes, et les actifs âgés de 25 à 40 ans que les autres. Elles constituent enfin un volant d'ajustement du marché du travail particulièrement important dans la proximité de zones plus dynamiques. Ainsi s'explique l'explosion du nombre de travailleurs frontaliers et la progression des migrations alternantes à destination de l'Ile-de-France : confrontées à une hausse de la population active ou à une baisse de l'emploi au lieu de travail, les régions de l'Est et du Bassin Parisien ont connu des déplacements supplémentaires à destination de la Suisse, de l'Allemagne, et de l'Ile-de-France, évitant ainsi une forte hausse du chômage. Estas "migraciones alternantes" están orientadas principalmente hacia los municipios y los departementos más urbanizdos. Las mismas conciernen más a los nombres que a las mujeres y en especial a los activos cuya edad oscila entre los 25 y los 40 años. Constituyen un elemento de ajuste del mercado laboral particularmente importante en la proximidad de zonas más dinámicas. Es así como se puede explicar la explosion del número de trabajadores pronterizos y la progresión de migraciones alternantes con destino a la región "Ile-de-France". Confrontadas a un alza de la población activa o a un baja del empleo, las regiones del Este y de la Cuenca Parisina experimentaron desplazamientos suplementarios con destino a Suiza, a Alemania y a la región "Ile-de-France", los que permitieron evitar una fuerte alza del desempleo. [eng] Alternating Migrations: an Adjusting Factor in the Labor Market - Throughout France, more and more working people commute in another commune, another département, or even another region. These moves are mainly oriented towards . the more urbanized communes and départements. Men are more concerned than women, and working people between the ages of 25 and 40 more than other ages. Lastly, these migrations constitute an adjusting factor in the labor market which is particularly large in the vicinity of the more dynamic areas. The explosion in the number of people who cross borders to work and the rise in alternating migrations to Ile-de-France can be thus explained: faced with an increase in the working population or a drop in employment, more workers in the eastern regions and the Paris basin are migrating respectively to Switzerland, Germany, and Ile-de-France, thus avoiding a steep rise in unemployment.
