Les HLM : une vocation sociale qui s'accentue

Abstract

[fre] Familles nombreuses, familles monoparentales, jeunes ménages ouvriers ou employés et personnes âgées sont fortement représentés dans la population logée en HLM. Cette vocation familiale et sociale s'est encore accrue ces dernières années, puisqu'on trouve dans les HLM de plus en plus de ménages aux ressources modestes, les classes moyennes se tournant vers l'accession à la propriété. . À la suite de la réforme du financement du logement en 1 977, les loyers ont augmenté, en moyenne, un peu plus vite dans le secteur HLM que dans le secteur locatif « libre ». Toutefois, l'accroissement de l'aide au logement compense en partie cette hausse : près d'un locataire de HLM sur deux perçoit une aide au logement et celle-ci couvre, en moyenne, les deux tiers du loyer des bénéficiaires. . Ces conditions financières relativement avantageuses et l'amélioration du confort liée au rajeunissement du parc expliquent que les logements HLM restent très demandés et que les locataires des HLM soient plutôt satisfaits de leur logement et peu mobiles. [eng] Public housing : a growing social vocation - Large families, single-parent failies, young, working class, lower middle-class households, and older people are significantly represented among the Public Housing population. This familial and social vocation has continued to grow over the last few years, since more and more modest households are found in Public Housing as the middle-classes turn towards home ownership. . Following the 1977 housing financing reform, rents increased on average slightly more rapidly in the Public Housing sector than in the not controlled rental sector. However, growing housing aid compensates in part for this rise : nearly one Public Housing tenant in two receives housing aid which covers, on average, two-thirds of the beneficiary's rent. . These relatively advantageous financial conditions and the increase of comfort linked to the modernization of the housing stock explain why Public dwellings remain much in demand and why Public Housing tenants are rather satisfied and not very mobile.
