Les tracés divers de la notion de production

Abstract

[fre] Tracer les contours de la production est moins simple qu'il ne peut sembler. On peut se limiter aux activités socialement organisées. On peut à l'inverse chercher à assurer la meilleure comparabilité dans le temps et dans l'espace : le « principe d'invariance » veut alors que la mesure de la production soit indépendante de l'organisation sociale. La « comptabilité du produit matériel », choisie par les pays à planification centrale, se limite à une notion assez restrictive. Les autres pays retiennent en général des notions plus larges, incluant en particulier une production des administrations. C'est le cas de la France, mais seulement depuis 1976. Mais des extensions possibles, aux activités illégales et aux effets externes, ne sont retenues actuellement par aucun pays, pour des raisons plus pratiques que théoriques. D'autres extensions ont été également proposées : inclure toutes les activités pour lesquelles existent la possibilité, même virtuelle, d'un échange; inclure même toutes les activités sans exception, en attribuant aux activités non rémunérées la valeur des activités rémunérées « sacrifiées ». One can limit himself to activities that are socially organised. One can on the other hand seek to ensure the best comparability in time and space : the « principle of invariance », would have it then that the measure of production be independent of social organisation. The " accounting system of the material " chosen by countries with centrally planned economies is limited to a rather restrictive notion. Other countries use definitions of production that are much larger, including in particular the notion of the administration's production. France uses this latter method, but only since 1976. However, possible extensions of the definition, such as to illegal activities or to external effects are not used by any country today for practical rather than theoretical reasons. Other extensions of the definition have also been proposed : for instance, including all the activities for which there exists a possibility of exchange; another fashion would be to include all activities without exception, attributing to the non-remunerated activities a value of " sacrificed " remunerated activities.
