Réflexions sur l'effet redistributif des tranferts sociaux

Abstract

[fre] Les transferts sociaux représentent aujourd'hui le tiers du revenu disponible des ménages, alors qu'ils comptaient seulement pour un cinquième il y a vingt ans et que, nés entre les deux guerres mondiales, ils n'ont vraiment atteint leur maturité qu'après 1945. Les objectifs de la redistribution (assurances, report de ressources et correction des niveaux de vie) ne sont ni totalement distincts, ni tout à fait compatibles et on est très peu renseigné sur le résultat effectif de la redistribution. Qui reçoit les prestations de maladie, quelle est la concentration des indemnités de chômage, comment se cumulent les retraites, comment se modifie la distribution des revenus sous l'effet des allocations familiales? Autant de questions auxquelles on ne peut apporter de réponses que partielles. Quant à celle de l'incidence des prélèvements, elle reste largement indéterminée. [eng] Reflections on the Redistributive Effect of Social Transfers - Today social transfers represent a third of the available income of households, while they accounted for only one-fifth twenty years ago and, having come into being between the two wars, did not really come to maturity until after 1945. The goals of redistribution (insurance, carry-over of ressources, and the adjustment of standards of living) are neither totally distinct nor entirely compatible and there is little information on the real results of redistribution. Who receives health insurance benefits, what is the concentration of unemployment payments, how are retirement plans accumulated, how is the distribution of incomes modified by family allowances? These questions can only be partially answered. As for the repercussions of deductions, they remain difficult to determine. Los objectivos de la redistribución (seguros, traslado de recursos y enmienda de los nivelés de vida) no se verifican patentemente distintos ni tampoco enteramente compatibles y, por lo tanto, es escasa la información de la que se dispone refe rente al resultado efectivo de la redistribución. ¿Quien cobra las prestaciones de enfermedad; jcual es la concentración de la cobertura de desempleo? ¿como se cumulan retiros o jubilaciones (de que manera se modifica la distribución de los ingresos con los efectos de subsidios familiares; Muchas preguntas a las que solo se pueden dar respuestas fragmentarias. En cuanto a la cuestión de la incidencia de las deducciones, nada queda concretizado.
