Abstract

[eng] A special study completed by the INSEE in October of 1977 estimated the totality of vacant housing in France at approximately a million units in urban areas. Of these, roughly 9 out of 10 are intended as normal housing; these are designated as ordinary vacant housing. This article attempts to examine their basic characteristics. The major conclusions reached are that 10 % are new, of which more than two-thirds are available, that is, either for sale or for rent. On the other hand, only 40 % of older vacant housing (which represents 90 % of the total) is available. Vacant housing is more common in smaller cities and is usually old and lacking of basic comforts. Of available housing, units for rent appear to be newer and more comfortable that the units for sale. In conclusion, there are signs that suggest that there may be an easing of the situation of the housing market. [spa] Una encuesta especfica, llevada a efecto por el INSEE en octubre de 1977, evalúa el parque de viviendas vacantes en zona urbana a un millón de unidades aproximadamente. De cada diez viviendas, unas nueve, poco más o menos, son aptas para vivienda normal; se designan por viviendas vacantes corrientes. Este articulo se dedica a estudiar sus caracteristicas. En particular, hay que tener presente que un 10 % de las viviendas esta por estrenar y los dos tercios de ellas están vacantes, es decir que se trata de viviendas en venta o por alquilar. A la inversa, de cada diez viviendas, tan solo cuatro viviendas vacantes, de edificación antigua y de categorfa corriente, están disponibles, lo cual representa el 90 % del parque. Las viviendas vacantes son más numerosas en los pequenos conglomerados mas suelen con frecuencia ser vetustas y constan de pocas comodidades. Entre las viviendas disponibles, el parque de viviendas en alquiler es, al parecer, de fecha más reciente y su grado de comodidades más elevado que el que se destina a la venta. Es factible percibir signos que permiten confiar en una próxima mejora del mercado. Parmi ceux-ci, près de neuf sur dix sont conçus pour une habitation normale; ils sont appelés logements vacants ordinaires. C'est à l'étude de leurs caractéristiques que s'attache cet article. On retiendra en particulier que 10 % sont neufs, dont plus des deux tiers disponibles, c'est-à-dire à vendre ou à louer. A l'inverse, seuls quatre logements vacants anciens ordinaires (qui représentent 90 % du parc) sur dix sont disponibles. Les locaux vacants sont plus nombreux dans les petites agglomérations, ils sont souvent vétustés et peu confortables. Parmi les logements disponibles, le parc locatif apparaît plus jeune et plus confortable que celui qui est destiné à la vente. On relève enfin plusieurs signes permettant d'espérer une prochaine détente du marché du logement.
