[fre] L'enquête nationale sur le logement de novembre 1973 permet de décrire la population des accédants à cette date selon l'origine du crédit dont ils ont bénéficié. D'une façon générale, les accédants sont des ménages aisés, ils sont relativement jeunes par rapport aux propriétaires au sens strict (ceux qui ont entièrement payé l'habitation qu'ils possèdent) et ce sont très souvent des familles nombreuses. Si on se limite aux accédants récents, on constate que l'aide de l'État ne bénéficie pas le plus souvent aux ménages disposant des ressources les plus modestes. De plus, au cours des dix dernières années, ce phénomène se serait légèrement accentué. Dans une seconde partie, l'auteur dresse un bilan des avantages financiers résultant des emprunts (en raison principalement de l'inflation), de l'allocation logement, des exonérations fiscales et de la plus-value du capital immobilier. Malgré l'incertitude introduite par un examen partiel de l'influence de l'aide à la personne (allocation-logement), on peut observer que l'aide globale de l'État, en valeur absolue, augmente de façon nette le niveau de ressources pour les tranches de revenu comprises entre 10 000 et 25 000 F courants environ, et qu'elle reste pratiquement constante au-delà. [eng] The New Owners - The National Housing Survey of November 1973 makes it possible to describe the buyers at that date according to the origin of the credit they were using. Generally, these buyers were couples from higher-income groups and were relatively young compared with owners in the strict sense (those who have completely paid off the dwelling they own) and they often have large families. If we limit ourselves to recent buyers, it becomes clear that state aid did not in most cases benefit families in the lowest income groups. Moreover, in the course of the last ten years, this tendency seems to have increased somewhat. In the second section, the author takes stock of the financial advantages which result from loans (primarily because of inflation), from housing allocations, tax remissions, and increases in property value. In spite of the uncertainties introduced by a brief examination of state aid to individuals (housing allocations), it is clear that the overall aid of the State, in absolute value, substantially increases standard of living for the income brackets between 10,000 and 25,000 F approximately, and that it remains practically constant beyond that level. Por lo general, los adquiridores están constituidos por hogares acomodados y son relativamente jóvenes con relación a propietarios propiamente dichos (o sea los que tienen pagada totalmente su vivienda) y pertenecen a menudo a familias numerosas. Al concretarse el recuento de los adquiridores de fecha reciente, es factible comprobar que con frecuencia no son los hogares que disponen de medios módicos los que se benefician mis de la ayuda estatal. A mas, en el transcurso del ultimo decenio, parece ser que ese fenómeno se ha ido acentuando levemente. El autor, en la segunda parte del articulo, hace un balance de las ventajas financieras que proporcionan los empréstitós (mayormente en consideración a la inflación) : subsidios por alojamiento, exoneración tributaria y plus valfa del bien raiz. A pesar de la incertidumbre acarreada por un examen incompleto de la influencia de la ayuda personal (subsidio por vivienda), es factible observar que la ayuda estatal tomada en con junto, en valor absoluta, se incrementa netamente a nivel de los ingresos para los tramos de salarios comprendidos entre 10 000 y 25 000 francos corrientes mientras que con relación a ingresos mas elevados se verifica prácticamente estable.
