[fre] Évaluation des effets budgétaires et redistributifs de réformes de la fiscalité indirecte française, . par Véronique Nichèle, Jean-Marc Robin.. . Cet article est consacré à l'évaluation de l'impact de deux réformes de la fiscalité indirecte française : l'application d'une taxe sur le baril de pétrole visant à réduire les émissions de dioxyde de carbone et une harmonisation de la TVA. proche des recommandations initiales de la CEE. Les effets des réformes sont simulés grâce aux résultats d'estimation d'un modèle de comportement de consommation des ménages, obtenus en utilisant la propriété d'agrégation exacte du modèle AI (Almost Ideal demand system) sur les données des trois dernières éditions de l'enquête "Budgets des Familles" combinées aux données agrégées de la comptabilité nationale entre 1970 et 1990. Les simulations, menées sur un sous-échantillon de l'enquête "Budgets des Familles" de 1989, fournissent des résultats très utiles concernant aussi bien l'impact des réformes sur les recettes fiscales du gouvernement que leurs effets redistributifs. In diesem Artikel werden die Auswirkungen von zwei Reformen der indirekten Besteuerung in Frankreich bewertet: und zwar einerseits die Einfuhrung einer Steuer auf jedes Barrel Rohöl zur Verminderung der Kohlendioxidemissionen und andererseits die Harmonisierung der Mehrwertsteuer in Anlehnung an die ursprüngrichen Empfehlungen der Europäischen Kommission. Simuliert werden die Auswirkungen der Reformen anhand der Ergebnisse bei der Schätzung eines Modells des Konsumverhaltens der Haushalte; diese Ergebnisse erhielt man unter Anwendung des genauen Aggregationsmerkmals des AI-Modells (Almost Ideal demand system) auf die Daten der letzten drei Auflagen der Erhebung "Familienbudgets", die mit den aggregierten Daten der volkswirtschaftlichen Gesamtrechnung zwischen 1970 und 1990 kombiniert worden waren. Die Simulationen, die mit einer Teilstichprobe der Erhebung "Familienbudgets" von 1989 durchgeführt wurden, liefern äußerst nützliche Ergebnisse sowohl über die Auswirkungen der Reformen auf die Steuereinnahmen der Regierung als auch über ihre Umverteilungseffekte. El présente artîculo esta dedicado a la evaluacion del impacto de dos reformas de la fiscalidad indirecta francesa : aplicaciôn de una tasa sobre el barril de petroleo, con el propôsito de reducir las emisiones de diôxido de carbono y una armonizatiôn del FVAque se asemeja a las recomendaciones initiales de la Comisiôn Europea. Los efectos de las reformas se simulan por medio de los resultados de valoraciôn de un modelo de comportamiento de consumo de las familias, que se han obtenido utilizando la propiedad de agrégation exacta del modelo AI (Almost Ideal demand system), relativo a los datos de las très ultimas ediciones de la encuesta "Presupuestos de las Familias" en combination con los datos agregados de la contabilidad nacional entre 1970 y 1990. Las simulaciones, llevadas a cabo por medio de una submuestra de la encuesta "Presupuestos de las Familias" de 1989, proporciona resultados sumamente utiles que guardan relation, tanto con el impacto de las reformas de las recaudaciones fiscales del Gobierno como de sus efectos redistributivos. [eng] Evaluation of the Budgetary and Redistributive Effects of French Indirect Tax Reforms, . by Véronique Nichèle and Jean-Marc Robin.. . This article assesses the impact of two French indirect tax reforms: the levying of a tax on barrels of oil with the aim of reducing carbon dioxide emissions and the bringing of VAT more into line with initial European Commission recommendations. The effects of the reforms are simulated using the estimated results from a model of household consumption behaviour. These results are obtained by applying the exact aggregation property of the AI model (Almost Ideal demand system) to the data from the last three Budgets des Familles (Family Budgets) surveys combined with aggregate data from the French national accounts from 1970 to 1990. Simulations are made on a subsample of the 1989 "Budgets des Familles" survey. They provide extremely useful results as regards the impact of reforms on government tax revenues and their redistributive effects.
