Contribution of socio-economic research to the benchmarking of RTD policies in Europe

Abstract

How can socio-economic research contribute to the benchmarking of RTD policies in Europe? Does socio-economic research need to become more intuitive and less rigorous, or should benchmarking become more scientific to convince politicians and other stakeholders that it is worthy of a position in the RTD policy tool-kit? Methodological and epistemological concerns with benchmarking RTD policies run through this special issue combined with a broad illustration of the types of substance that benchmarking RTD policies may need to incorporate. This paper looks at the relationship between RTD policy benchmarking and rigorous comparative socio-economic research, which forms the central thread binding the papers of this issue together.
