Zwischen Überbrückung und Verstetigung: Leistungsbezugs- und Erwerbssequenzen junger Arbeitslosengeld-II-Empfänger

Abstract

For young recipients of basic social security (Arbeitslosengeld II), integration into vocational training and employment are considered to be crucial routes out of benefits receipt. Therefore, it is a major concern that welfare receipt may become persistent if young people fail in school-to-work-transition. On the basis of administrative data from the Federal Employment Agency for a cohort of 18- to 24-year-olds, this article examines the receipt of welfare payments. Following a period of six years of observation, the study examines typical sequences of employment biographies and welfare receipt by using sequence and cluster analysis. Unemployment and long-term receipt of benefits, as well as short-term welfare receipt until integration into full-time employment are the most frequent patterns. In addition, there exist further transition patterns including young adults who are in vocational training or employment but still live on welfare benefits. The young adults in the different subgroups differ according to qualifications, household characteristics and social background.
