Tarifsozialpolitik und Insider-Solidarität

Abstract

Due to the withdrawal of the state from social policy, the bargaining partners are being given increasing responsibilities for the shaping of social security. The re-integration of both the formerly separated spheres of conflict and redistribution – labour market and social policy – strengthens the relevance of state-free bargained social protection. Obviously, those who are not covered by collective labour agreements are also excluded from this sort of welfare. However, the so-called labour market insiders with standard employment contracts are affected by the increasing importance of bargained social policy, too. The ensuing challenges and dilemmas concerning trade unions will be shown, and the changing options for both action and solidarity on the side of the employees will be discussed. The article concludes with considerations on long-term distributional effects arising from the increasing importance of collectively agreed social security.
