Bildung, chancengleiche Konkurrenz und gleiche gesellschaftliche Teilhabe

Abstract

Im internationalen Vergleich ist der Bildungserfolg in Deutschland besonders stark von der sozialen Herkunft der Schüler und Schülerinnen abhängig. In der Öffentlichkeit werden daher die Chancengleichheit der Bildung und die Rolle der Ausbildung für die gesellschaftliche Teilhabe intensiv diskutiert. Während das Konzept der chancengleichen Bildung für privilegierte Positionen einen Leistungswettbewerb unterstellt, ist dies beim Konzept gleicher Bildung für gesellschaftliche, kulturelle und politische Teilhabe nicht der Fall. Am Ende der Grundschulzeit (4. Klasse) ist Deutschland relativ erfolgreich darin, wirklich gleiche Voraussetzungen für einen anschließenden Bildungswettbewerb zu schaffen. Aber in der 9. und 10. Klasse sind die Leistungsunterschiede nach Schichtzugehörigkeit sehr hoch. Dies ist die Folge einer spezifischen Kombination aus einem typisierten Schulsystem, einem starken Elternrecht bei der Wahl der Ausbildung der Kinder, einer kurzen Elementarausbildung und einem vernachlässigten Übergangsverfahren in die Schulformen der Sekundarstufe I. Mittlere und höhere Schichten profitieren am meisten von dieser Kombination, sodass ihr Widerstand gegen Strukturreformen sehr stark ist.
