Wohlfahrtsstaat und Gewerkschaftsmacht im Finanzmarkt-Kapitalismus: Der Fall Deutschland

Abstract

Auch in Deutschland haben Wohlfahrtsstaat und Gewerkschaften im Übergang zum Finanzmarkt-Kapitalismus grundlegende Veränderungen durchgemacht, die trotz der Ansehensgewinne infolge sozialpolitischer und gewerkschaftlicher Beiträge zur Krisenbekämpfung nicht vernachlässigt werden sollten. Gestützt auf einen machtressourcen-theoretischen Ansatz formuliert der Beitrag in der These von der Downsizing-Spirale die Auffassung, dass die Liberalisierung wohlfahrtsstaatlicher Sektoren im konservativ-korporatistischen Wohlfahrtsregime die Erosion gewerkschaftlicher Macht deutlich befördert hat, während der Verlust der Gewerkschaften an Arbeitsmarkt-, Organisations- und institutioneller Macht ihre Fähigkeit begrenzte, dem Ab- und Rückbau des Wohlfahrtsstaates entgegenzutreten. Da den gewerkschaftlichen Machtverlusten die Transformation des Wohlfahrtsregimes zugrunde liegt, dürfte eine Revitalisierung der Gewerkschaften nicht ohne eine erneuernde Reform des Wohlfahrtsstaates zu haben sein.
