Riskante Modernisierung: Wirkungen und Bewertungen der ERA-Einführung in Baden-Württemberg

Abstract

Mit den Entgeltrahmenabkommen (ERA) in der Metall- und Elektroindustrie kommt bundesweit ein Reformprojekt zum Abschluss, das die Tarifparteien schon unmittelbar nach der Unterzeichnung als "Jahrhundertprojekt", "Meilenstein der Tarifgeschichte" bzw. "größte Tarifreform der Nachkriegszeit" bezeichnet hatten. Der Beitrag, der sich mit den Effekten des ERA in Baden-Württemberg beschäftigt, zeigt, dass die mit ERA explizit verfolgten Ziele der Gleichbehandlung im Großen und Ganzen zwar erreicht werden, dies jedoch von heftigen Konflikten im Einführungsprozess, verteilungspolitisch problematischen Folgen und Akzeptanzproblemen von ERA begleitet wird. Die Kollektivakteure IG Metall und Südwestmetall haben bei Beschäftigten und Betriebsräten Ansehen eingebüßt, nachhaltig gelitten hat die Handlungsfähigkeit der IG Metall jedoch nicht. Ob die Zukunft der Flächentarifverträge insgesamt sicherer geworden ist, bleibt strittig.
