Das Jahrzent der Entstaatlichung

Abstract

Das erste Jahrzehnt des neuen Jahrtausends markiert in Deutschland einen - auch im internationalen wie historischen Vergleich - ungewöhnlichen Verlust des Staates an finanziellen Ressourcen und politischen Entscheidungskompetenzen. Die Staatsquote und Einnahmenquote wurden deutlich abgesenkt. Deutliche Defizite bei den öffentlichen Ausgaben für Bildung und Infrastruktur sind die Folge. Hinzu kommt die Föderalismusreform I, durch die der Zentralstaat sämtliche Kompetenzen auf dem für die Zukunft des Landes entscheidenden Feld der Bildungspolitik verloren hat. Angesichts der fortschreitenden Globalisierung ist dieser deutsche Sonderweg äußerst gefährlich. Fatale Leerstellen bei notwendigen Zukunftsinvestitionen sind bereits vorhanden. Eine weitere Demontage staatlicher Handlungsfähigkeit bzw. des Sozialstaates droht durch die Föderalismusreform II und durch Vorschläge für ein bedingungsloses Grundeinkommen. Nur durch mehr Transparenz, mit einem umfassenden internationalen "Benchmarking" staatlicher Leistungen, vor allem im Bereich von wachstums- und nachhaltigkeitswirksamen Ausgaben, kann der Öffentlichkeit verdeutlicht werden, wie weit hierzulande die Entstaatlichung schon fortgeschritten ist.
