Quelle mesure des inégalités urbaines ? L’exemple d’une simulation d’un péage de cordon à Lyon

Abstract

Dans un contexte de développement urbain « soutenable », ce papier évalue l’impact de la mise en place d’un péage urbain sur l’évolution des inégalités à partir du terrain d’étude de l’agglomération lyonnaise. Il simule ainsi une nouvelle politique de tarification par le péage, envisagée à Lyon dans le cadre du Plan de protection de l’atmosphère, pour analyser ses impacts sur l’évolution des inégalités au regard d’une situation de référence correspondant à la situation actuelle. Pour ce faire, différents types d’indicateurs sont mobilisés. Outre les indicateurs « spécifiques » d’inégalité tels ceux de Gini, Theil ou Atkinson, la mesure gravitaire de l’accessibilité est également considérée pour éclairer le décideur public sur l’évolution des inégalités.
