[The origin of the present inconsistencies in the Hungarian economy]

Abstract

A tanulmány címének megválasztásával a szerző tisztelegni kíván a tíz évvel ezelőtt elhunyt Jánossy Ferenc emléke előtt. A globalizált világgazdaságban a sikeres gazdaságpolitika kivétel, nem főszabály. Könnyebb válság közeli helyzetbe kerülni, mint onnan magunkat kiküzdeni. A 2007-es stabilizáció képtelen volt megváltoztatni a reálszféra viselkedését. Fenyeget a stagfláció. Az oksági magyarázat többtényezős, de ezek közül a legfontosabbak mind a közteherviselés 1989 előttről örökölt struktúrájához és szabályrendszeréhez kapcsolódnak. 1. A munkaadók és a munkavállalók érdekszövetséget alkotnak az állammal szemben. 2. A túl sűrűre font szociális háló ellenösztönzést ad a legális munkavállaláshoz. 3. A sajátos posztkommunista helyzet miatt a kis- és középvállalatok nem képesek felszívni az alulképzett munkavállalókat. 4. A magyar családok stratégiája évtizedeken át a lakásvagyon felhalmozására irányult, az öregségi jövedelem pótlását és az egészségügyi ellátás finanszírozását mindenki az államtól várja. 5. A vállalati szférában a zsebből zsebbe történő bérfizetés részben oka, részben következménye annak, hogy tömegessé váltak a számla nélküli tranzakciók. 6. Nincs világos képünk a valós személyi jövedelmek egymáshoz viszonyított arányáról, a háztartások helyzetéről. Ez szűkíti az adózáson keresztül megvalósítható szociálpolitikai intézkedések célzottságát, hitelességét és így végső soron a kormány mozgásterét is.
