Abstract

A tanulmány arra a kérdésre keresi a választ, hogy az Európai Unió 2007-2013-ra vonatkozó keretterve mennyiben teszi lehetővé az egyes területek közös politikájának megvalósítását, vajon a közös politika határozza-e meg a közös költségvetést 2007-től, vagy fordítva. A szerző a kérdést kifejezetten az Európai Unió egésze és annak jövője szempontjából vizsgálja. Írásának nem célja, hogy e cikkben mutassa be részletesen a tagállamok álláspontjait, a tagállamok közötti viták történetét, ezeket csupán annyiban érinti, amennyiben az a közös költségvetés és az egyes területek közös politikája közötti viszony vizsgálata szempontjából szükséges.
