A megállapodásos bérpolitika Magyarországon
[Contractual wage policies in Hungary]

Abstract

Közép-Kelet-Európában Magyarország úttörő szerepet játszott az állami adminisztratív bérmeghatározás megszüntetésében és a megállapodásos bérpolitika alkalmazásában. Ennek fokozatos bevezetése egyaránt alapult elméleti és gyakorlati megfontolásokon. Napjainkra azonban korrekcióra szorulnak az országos bértárgyalások intézményei. Az Érdekegyeztető Tanácsban intézményes garanciákat kell teremteni annak érdekében, hogy az országos bértárgyalások résztvevői köre közvetlenül érdekelt legyen, valamint megfelelően támogatott, s - ha szükséges - időről időre újuljon meg. A tárgyalások koreográfiáját a kibontakozott piacgazdaság realitásaihoz kell igazítani, az alku súlypontjának a munkaadók és a szakszervezetek kapcsolatrendszerébe kell átkerülnie, miközben a kormányra a közérdek és az ezt szolgáló közpolitika megjelenítése hárul. Ezzel szemben a költségvetési szféra bértárgyalásain - ahol a kormány meghatározó szerepe szükségképpen megmarad - a finanszírozás, illetve a finanszírozás biztosítékainak kérdését kell megnyugtatóan rendezni.
